UK Prime Minister Burnham Vows Crackdown on Misleading Discounts and Subscription Traps

LONDON: British Prime Minister Andy Burnham has announced plans to strengthen consumer protection by cracking down on misleading retail discounts and subscription traps, as his government seeks to ease financial pressures on households.

The government plans to launch a consultation on whether deceptive retail practices, including misleading discount claims and inflated recommended retail prices, should be added to the list of prohibited practices under existing consumer-protection legislation.

The proposed measures are part of Burnham’s broader agenda to improve living standards and provide greater financial relief to households following years of political and economic uncertainty.

The government is also preparing new rules to tackle so-called subscription traps, with measures scheduled to take effect in January 2027. The reforms are expected to require businesses to provide clearer contract information, issue regular reminders to customers, make cancellation procedures easier and introduce a 14-day cooling-off period.

Burnham has made reducing household costs an early priority since becoming prime minister. His government has already announced measures including the removal of domestic electricity taxes, while also pursuing policies aimed at making public transport and other essential services more affordable.

The British Retail Consortium has said its members, including major retailers such as Tesco, Sainsbury’s and Marks & Spencer, comply with existing rules governing promotional pricing. However, Burnham’s government is considering additional measures to ensure consumers are not misled by supposedly reduced prices or pressured into unwanted subscription arrangements.

The prime minister said the planned reforms represent an early step in his government’s wider consumer-protection agenda, with further measures expected as ministers seek to address the cost-of-living pressures facing British households.

The initiative comes as Burnham moves quickly to establish his government’s priorities, with affordability and stronger consumer protections forming key elements of his early policy programme.
