France’s record-breaking 2026 heatwave has not only strained hospitals and public infrastructure but has also exposed the severe vulnerabilities of one of the country’s most overlooked institutions—its overcrowded prison system. As temperatures soared above 40°C across much of the country, thousands of inmates and prison staff endured extreme conditions in ageing facilities ill-equipped to withstand prolonged periods of intense heat. The crisis has reignited debate over prison overcrowding, human rights and the need for climate-resilient public infrastructure.
Many French prisons were already operating well beyond their intended capacity before the heatwave struck. Cells designed for one or two inmates often accommodate three or more, leaving prisoners confined in poorly ventilated spaces with little relief from oppressive temperatures.
Prison officers described working conditions as “like working in a kettle,” while inmates reported unbearable heat, limited access to cool drinking water and sleepless nights caused by persistently high indoor temperatures.
