Azerbaijan, Germany Sign Strategic Partnership Declaration to Deepen Bilateral Cooperation

BERLIN: Azerbaijan and Germany have signed a Joint Declaration on a Strategic Agenda for Bilateral Partnership, marking a significant step toward strengthening political, economic, security, and cultural ties between the two countries.

The declaration was signed by President Ilham Aliyev of Azerbaijan and German Chancellor Friedrich Merz during President Aliyev’s official visit to Berlin. The agreement reaffirms the two countries’ commitment to expanding cooperation based on mutual trust, shared interests, and respect for sovereignty, independence, and territorial integrity.

According to the declaration, both sides pledged to deepen collaboration across a wide range of sectors, including political and diplomatic dialogue, trade and investment, green energy, hydrogen development, energy efficiency, connectivity, climate action, environmental protection, and sustainable water resource management.

The agreement also outlines enhanced cooperation in security and defense, including dialogue on regional and global security issues, mine action, defense industry cooperation, and exchanges between military academies and experts. In addition, the two countries agreed to expand cooperation in education, culture, science, technology, digital transformation, industrial modernization, and academic exchanges.

The declaration welcomes the recent progress in Azerbaijan-Armenia relations, including developments following the August 8, 2025 Washington Summit, with Germany reaffirming its support for efforts aimed at achieving lasting peace and regional stability in the South Caucasus. It also highlights the strategic importance of Azerbaijan’s partnership with the European Union and supports further strengthening political dialogue and practical cooperation between Azerbaijan and EU institutions and member states.

Both governments emphasized that the implementation of the declaration will be carried out in accordance with their respective national laws and available resources, reflecting their shared commitment to elevating bilateral relations and addressing regional and global challenges through closer strategic cooperation.
