UK Unveils £10 Billion First Phase of Low-Rent Housing Programme

LONDON: Britain’s government has announced almost £10 billion ($13.63 billion) in funding for a new wave of lower-cost housing, with a major share of the investment focused on London as the country seeks to address a persistent shortage of affordable homes.

Around 60% of the homes supported by the programme will be offered at social rents, a subsidised form of housing intended to provide more affordable accommodation for low-income households. The proportion is in line with the previous government’s plans but falls short of Prime Minister Andy Burnham’s earlier pledge to have the programme delivered entirely through local councils.

The initial funding forms part of a broader £39 billion, 10-year housing programme. More than £7 billion of the first tranche is earmarked for London, where local authorities are expected to deliver more than half of the new homes. Over the longer term, more than £16 billion of the overall funding package will be allocated to areas outside the capital, with priority given to social-rent housing and council-led construction.

The first wave of financing is expected to support the construction of more than 70,000 new homes. The government also intends to give mayoral authorities greater responsibility for setting housing strategies in their regions, linking the programme to its wider agenda of political devolution.

Prime Minister Andy Burnham has argued that expanding council-led housing could help reduce homelessness, strengthen housing security for lower-income families and reduce the amount of public welfare spending directed toward private landlords.

However, Housing Minister Matthew Pennycook said local councils currently do not have sufficient capacity to manage the entire programme themselves. As a result, housing associations will continue to play a significant role alongside councils in delivering the new homes.

The government said the initiative is intended to tackle Britain’s housing shortage while increasing the supply of secure, affordable rental accommodation. The programme represents a significant investment in social and affordable housing and is expected to form a central part of the government’s efforts to address housing pressures across the country.
